As Red Bull endeavors to secure yet another race victory in Hungary this weekend, its nearest competitors have openly conceded their lag behind the Milton Keynes-based team.
Mercedes and Ferrari’s substantial updates have resulted in some progress, however, budget constraints have imposed limitations on the extent of modifications they intend to introduce to their cars.
The consensus among the teams is that if there were no spending limit, they would have pursued more significant car modifications to better compete with Red Bull.
Ferrari team principal Fred Vasseur, asked about the impact of budget restrictions on their 2023 developments, stated: “The principal restriction is the cost cap, which means that initiating a new project, as we could have done a few years ago, is now impossible.
“It necessitates an adaptation of the project to fit the circumstances, and under these conditions, I believe we’ve made a satisfactory stride forward.
“The regulations are now more restrictive than ever, making significant in-season improvements challenging. However, like everyone else, we are already focusing on next year’s project, attempting to refine our strategy.”

Mercedes team leader Toto Wolff concurred with Vasseur, stating: “The cost cap is a real barrier. The concept of a B-spec car is simply not feasible.
“Lewis [Hamilton] and George [Russell] have expressed specific desires for car modifications that simply aren’t attainable due to the lack of a financial pathway. That’s why we’re concentrating on changes for next year.”
While the scope for changes this season is limited, the reset cost cap figures for 2024 provide more room for significant revisions.
However, Wolff has shared that despite plans for a substantial car alteration next year, the team has no intention to completely forfeit their efforts for the current season.
“Many years ago, when I asked Niki [Lauda] if he wanted to focus on winning this year’s championship or the next, he said ‘both’,” Wolff recalled.
“Therefore, ongoing development of these cars is essential to our understanding. However, resources should not be squandered on a potentially different car configuration next year.
“The challenge is striking a balance. However, it seems that many teams have already invested substantially in next year’s development.”
